New Jersey homeowners pay the highest effective property tax rates in the United States. That single fact changes the maths of appealing. In a low rate state, a modest over assessment is an irritation. In New Jersey it is a standing charge you pay every year, forever, for an error nobody is going to catch on your behalf.
What you are actually challenging
You are not appealing your tax bill and you are not appealing the tax rate. The rate is set by budgets you cannot contest at a tax appeal. What you can contest is the assessed value attached to your property, and whether it lines up with what the property is genuinely worth.
New Jersey adds a wrinkle most states do not have: because assessments across a municipality drift away from real market values over time, the state applies an equalisation ratio. Your assessment has to be read against that ratio before you can tell whether it is actually out of line. A number that looks too low in isolation can still be an over assessment once the ratio is applied, and vice versa. Working that out first is what tells you whether you have a case at all.
Evidence that carries weight
- Recent arm’s length sales of genuinely comparable properties in your municipality. Sales between family members, foreclosures and estate sales get discounted or thrown out.
- Condition evidence where the property has real problems. Documented, costed, photographed.
- A clear statement of the value you are asking for and how you got there.
Timing, and why it is unforgiving
New Jersey appeals run to a fixed annual calendar handled through the county boards of taxation, with a different deadline for municipalities undergoing a revaluation. The dates move around depending on where you live and what is happening in your town that year. Confirm your own date with your county board of taxation before you rely on it, because the window closes hard and there is no appetite for late filings.
